UkraineInvest is the Ukrainian government’s investment promotion office created in 2016 to attract foreign direct investment and assist existing investors to expand their businesses in Ukraine. From its inception as a consultative body reporting to the Prime Minister of Ukraine, UkraineInvest has transformed into a full-fledged government institution committed to providing investors with “one-stop support” consisting of reliable, current information and advice on doing business in Ukraine; identifying optimal investment opportunities; guiding investors through government agencies at all levels; and helping to resolve any systemic issues investors may face. In the result, UkraineInvest has succeeded in helping unlock over $3 billion of foreign direct investment and resolve over 60 issues. Sergiy Tsivkach, Chair of the board, UkraineInvest
Sergiy is Ukrainian and UK qualified commercial lawyer with over 20 years of professional experience. He has acted as advisor on economic and regulatory policy, business transactions and operations, international strategic relations for state, international and private organisations.
Previously held positions of advisor to the Prime Minister of Ukraine, Deputy Prime Minister of Ukraine, First President of Ukraine, Members of Parliament of Ukraine. Has worked as Chair of the Board of C.A.S.E.S. International (organisation that cooperates with Ukrainian state and business institutions, UN, World Bank, OECD, US FTC, etc).
Co-author of legislation aimed at improvement of the investment climate in Ukraine, author and co-author of over 20 expert recommendations to state authorities on reforming of strategic markets, i.e. energy, chemical, retail, healthcare, forestry, and agricultural sector.
Mykhailo Bechkalo, Executive Director, UkraineInvest
Mykhailo has joined the UkraineInvest team since its establishment in 2016. During that period he served at different roles being responsible for analytics, processes and strategic management, external and intergovernmental relations. He covers day to day operations supervising all the directions such as investor attraction and aftercare teams, communications and analytics.
Prior to UkraineInvest Mykhailo has gained valuable experience working in the world largest professional services firm (Big4). He’s got to a senior role providing audit, controls and business processes assessment, financial and other services to international clients from energy, manufacturing, FMCG, retail, banking, insurance, NGO and other areas of business.
Mykhailo has a bachelor degree in economics and finance, and master’s degree in banking with the focus on investment projects financing from Kyiv National Economic University, named after Vadym Hetman. He is also getting professional accountant qualification from ACCA, headquartered in London, and passed numerous qualifications and training on business ethics, corporate governance, and finance management during his professional life.
Diana Sidko, Deputy Executive Director, UkraineInvest
Diana Sidko joined UkraineInvest in 2018 as Relationship Manager and now serves as UkraineInvest Deputy Executive Director. Diana is responsible for cooperating closely with existing investors to unlock new investments and promoting Ukraine as an attractive investment destination to new potential investors. She coordinates the UkraineInvest Investor Advisors team in Kyiv office, Western, Central, Southern and Eastern Ukraine.
Diana has extensive professional experience working closely with the foreign business community in particular working for French companies and Defense Mission and Economic Section at the French Embassy in Ukraine.
Diana is a graduate of Kyiv National Linguistic University and has a number of study programs and internships in France.
Yuliya Kulykova, Chief Adviser to the Executive Director, UkraineInvest
Yuliya joined UkraineInvest in 2018. Since the establishment of the state institution, she held the position of Head of the Administrative Service, Head of the Organizational Support Service, and has been appointed as Chief Adviser to the Executive Director in March 2020.
Yuliya previously worked in the Twinning project on electricity market reform, which was implemented with the financial support of the EU and in the international law firm Clifford Chance, where she was successfully involved in administrative and organizational work, project coordination and charity activities.
Yuliya has a BA in International relations (Kyiv Institute for Humanities), MA in European Interdisciplinary Studies (College of Europe) and MA in law (Institute of Continuing Education of Taras Shevchenko National University of Kyiv).
Yuliya undertook an internship in the Parliament of Ukraine within USAID Parliamentary Development Project II and mentored a group of researchers at the Democracy Study Center.
Maksym Maksymov, Head of Investor Support Department, UkraineInvest
Maksym joined UkraineInvest in 2018 and is leading the team providing troubleshooting services to investors within investment projects implementation.
Maksym previously worked at Vasil Kisil and Partners were focused on representing the interests of the clients in disputes with the state and local authorities, international commercial arbitration and providing legal assistance within the “white-collar” criminal proceedings.
Maksym earned an LLB and LLM degrees from the National University of Kyiv-Mohyla Academy and also studied international and comparative law at University of Helsinki under an academic exchange program.
Maksym undertook an internship in the parliament of Canada during the Canada-Ukraine Parliamentary Program.
Mykhailo Lukashyk, Head of Investment Advisory, UkraineInvest
Mykhailo joined UkraineInvest in 2017 as a Relationship Manager and has been leading Investment Advisory since October 2019.
Mykhailo is responsible for the supervision of the Investment Advisory team, consulting foreign companies on matters of the business climate, legislation framework, potentially economically attractive projects and the strategy to expand the business in Ukraine. Key areas of expertise are the consumer goods manufacturing, energy, financial sector, infrastructure, IT and R&D.
Mykhailo previously worked as an Audit Associate at PwC Ukraine for almost 4 years. Mykhailo has experience in the management audit team, financial risks assessment and estimation of internal financial controls of the foreign companies in Ukraine.
Mykhailo graduated from the Kyiv National Economic University as a Master of Finance and Credit, the program “Financial Controlling”. Since February 2020, Mykhailo is a member of the Association of Chartered Certified Accountants (ACCA).
Volodymyr Dembitskyy, Head of Analytics Department, UkraineInvest
Volodymyr joined UkraineInvest in 2018. Since the establishment of the state institution, he held the position of Business Analyst, and has been leading the Analytics team since March 2019.
Volodymyr previously worked at one of the Big 4 accounting firms where he was responsible for auditing and analyzing financial statements of private and state-owned companies from various industries (basic industry, agriculture, retail, metallurgy, chemicals, etc.)
Volodymyr has a Master’s degree in International economic relations (Taras Shevchenko National University of Kyiv).
